6 States Trying to Legalize Recreational Marijuana in 2020

The opinion given here, is a response in comment to the article linked above, and the explanation thereof, are directed to inform everyone of just what “legalization” does…It lies to you!  Total REPEAL of these unlawful Statutes much be ensued to regain our Freedom upon this planet.  It’s not just Cannabis that they are afterIt is total control of everything…They just started with the “Marijuana”!

I am totally convinced that the “National Organization for the Retention of Marijuana Legislation” (NORML) has been directed and driven by DEA COINTELPRO Money all along. It is the clearest explanation for why they keep insisting on keeping pot laws alive by demanding “regulations”.

Also, most of the corporate pro regulation types are also heavily invested in alcohol or tobacco or big pharma. As a result they try to somehow equate alcohol and tobacco with pot. But this is flawed because pot never killed anyone but alcohol and tobacco have both killed a lot of people.

Just wait for a couple of years after you have passed your new pot laws, and the statehouse has had a chance to alter and amend and water down your law, and THEN we will see if you still like all the unseen and unpredictable changes that you did not predict or calculate. Then we will see if you STILL think it is a good idea or if you will realize, (As I did ages ago) that there is NO SUCH THING as a “Good” Pot Law, and that you wasted your time with all those signatures and all that lobbying and advertising.

There are many good ideas out there, and almost all of them are overshadowed by other bad ideas. Things like the idea that pot should be treated like alcohol for example. (In over 20,000 years if known human usage of cannabis there has yet to be a single case of toxic overdose from cannabis. Yet people drink themselves to death routinely. On that basis alone it is clear that pot should NOT be regulated “Like Alcohol”.) I tell you, putting your time money and effort into writing a law to make cannabis use “Legal” is NOT as useful and productive as simply removing the law itself so that there are no prohibitions. Abolish the pot law instead of re-write it.

I think that what you are proposing is just a form of legalized dealing for the rich that unfairly excludes the little guy and seeks to use the law to create a lever against smallholders and persons of color while granting enormous special privileges for the wealthy. Every state I have seen that tries to “Legalize” pot does so by starting with a “Licensing” deal where the entry fee for a license is about a million dollars. And in every one of those states the state bends over backwards to grant concessions to corporations seeking to sell and market pot while using tax money from those corporations to crack down on anybody who does NOT have a license. It is like “Legalization for the wealthy”.

And in SOME states, (Like Colorado for example.) the money brought in by cannabis taxes is used to double down on busting persons of color who are deemed “Illegal”. I say that all this is just playing with numbers and rules and that it is just more bullshit. A sort of “kinder gentler” form of keeping pot basically illegal while granting a special privilege to those with money. And I honestly DO NOT REALLY CARE about the guy who gets busted with a “Small Amount” because I already know that small amount came from someone who has a large amount.

After spending my entire life as an adult in the “Pot Underground”, and being the biggest pot dealer in Ohio before I got busted, I am honestly prejudiced in favor of the small to middling sized pot dealer who is the vital middle link in the pot supply chain. Legalization as it affects that guy is going to really determine what ultimately happens to pot in this country.

If you build a legalization that cuts that guy out, or gives their role to someone who do not have the same knowledge and experience that the mid-level dealers provide, you will end up with a market that is designed to cater to the wealthy the privileged and the few. As a direct result, I will tell you that merely working to “re-write” the pot laws as opposed to abolishing and eliminating them, will hurt your end result. ABOLISH ALL POT LAWS NOW.

I have BEEN the fucking “Black Market” for longer than you have been alive. You can take your studies at Oaksterdam and stick them up your ass. Your proposals do NOT create a level playing field, and they amount to legalization for the rich, which is a far cry from everybody can do what they want. When you rail against the black market you are saying that you are just wanting to have the money and lifestyle of a pot dealer without the responsibility or the risk. But at the same time you fail to recognize that the stash in your pocket is there BECAUSE of that very same black market you claim to despise.

I say to you that the black market is the ONLY market, and that unless you recognize how the entire pot distribution network actually works you are just pissing in the wind and creating legalization for the rich.

 I speak from experience. I have spent my entire life in the Pot Underground, including about 10 years where I was simply put, the biggest pot dealer in Ohio. (That all ended when I got busted in ’09.) Nowadays I spend a lot of my time using my experience to talk about the real day to day realities of those in the Pot Underground and they ways that so called “Legalization” will actually HURT pot distribution schemes unless you are in the top 1%. You have not had the time, or been in the position to have had the sorts of experiences I have had, nor to gain the knowledge that I have achieved, and are just spouting off without knowing what you are talking about. You speculate endlessly about how things SHOULD be but you don’t really have the time or experience to really know. And I will close with this simple adage. “…There is NO SUCH THING as a “Good” Pot Law, and that INCLUDES your so called “Legalization”…” ABOLISH ALL POT LAWS NOW!

All you are doing is trying to corporatize pot. And the only way that can happen is by using laws and regulations to do so. And all of those government laws and regulations are completely unnecessary.

Between the American Civil War and the Great Depression there was NO FEDERAL POT LAW WHATSOEVER. And there was no national crisis regarding or involving pot at that time either. So the claim that pot laws are needed and necessary are provably false.

Let’s say for example, you win the lottery and spend a lot of money making television ads to promote your campaign as a candidate for the November 3, 2020 Election for U.S. Congress, and you don’t say much, just the usual “Hope” and “Change” and words that people fall for, and because you are dressed nicely and speak softly with a very slight sex appeal, you get elected.

Maybe you hire a professional voice dub-over, a person to speak in the commercials, and people think its your voice, but its not (did you notice Alexandria Ocasio-Cortez had the sexiest softest voice in the world in her radio commercials, and then she won the election and in real life she sounds like a hag with a sore throat?).

Well, O.K., so let’s imagine you win. Now what?

You go to Washington, D.C. and you are going to make marijuana LAWFUL and you are going to repeal every single stinking no good for nothing marijuana law. You are going to propose an Amendment to the U.S. Constitution, like ending alcoholic beverage prohibition, back when alcoholic beverages were actually illegal in the United States.

But then something terrible happens!

Speaker of the House, Nanny Pelosi, informs you that SHE is the Speaker of the House and SHE will assign YOU to whichever Committee SHE wants to assign you to.

Huh?

Where is the freedom of association guaranteed by the US Constitution? Why can’t you join any committee you want to join – like agriculture! Yeah, that’s the ticket – the Agriculture Committee! Make all plants legal!

Oh, but no, no, no, no, no, no! Speaker of the House, Nanny Pelosi will screech and scream at YOU if you DARE expect to join any committee you want to!

Then, guess what?

You might think you can go visit any committee hearing room you want to, but this is not so!  You would be kicked out on your ass!  The uppity close friends of Nanny Pelosi like to have THEIR hearing rooms in secret!

Why?

Why don’t you get any freedom of speech and freedom of association so you can do what you need to do to make marijuana LAWFUL?

Ah ha!

FOR EXAMPLE, if you are on a medical type committee, then the in-crowd in that committee room writes up a Bill to give the N.I.H., National Institute of Health, billions of tax dollars which the N.I.H. gives to researchers who patent their inventions of pharmaceutical drugs, and then they start their own new pharmaceutical corporations and then they give the members of the Congressional Committee “kick-backs” of political campaign contributions and their Lobbyists wine and dine them and give them very special favors.

Huh?

Isn’t that some kind of combination of bribery and money laundering and witch craft? Yeah, but no one complains because the committee hearings are in secret, and you can’t get in because Speaker of the House Nanny Pelosi has the lock and key to every room.

And so it goes, the U.S. Congress is the number one crime gang in the entire world. Guns, pharmaceutical drugs, weapons, bombs for sale to our “allies”! 

Yep, everything is all for sale with a nice kick-back to the very specially selected members of US Congress, who Nanny Pelosi picks to be in certain committee rooms, and then she gets HER kick-back, you better believe it! And YOU get assigned, by Nanny Pelosi, to the toilet paper committee!

So, WHAT DO WE DO ABOUT THIS? HOW DO WE CHANGE THE BULLSHIT GOING ON IN WASHINGTON, D.C. SO WE CAN MAKE MARIJUANA TRULY LAWFUL?  AND, restore our God-given Human Rights as well?

We must promote the alarming and shocking new idea that members of the US Congress should have equal rights.  The same as each other.  If they don’t have equal rights the same as each other, then the people in the States that they represent do NOT have equal representation! We must DEMAND that all of our elected US Senators and US Congressmen and US Congresswomen and US Congress, LGBT and US Congress-sexless people have EQUAL RIGHTS TO FREEDOM OF ASSOCIATION TO JOIN ANY COMMITTEE THEY WANT TO JOIN, AND TO ENTER ANY HEARING ROOM THEY WANT TO ENTER, AND FREEDOM OF SPEECH TO HAVE AN EQUAL TURN TO TALK ABOUT A SUBJECT.

At first, I thought it was just ME.  But, over time I have encountered SEVERAL activists on FaceBook who SUDDENLY get the same WARNING messages from FaceBook that I have been receiving.  It would seem, to those of us who attempt to reach a LARGE number of our friends, that FaceBook is doing EVERYTHING it can to prohibit the  sharing of REAL information.
When FaceBook forced us all to use it’s new TIMELINE FEATURE – it became impossible, at that point, to control who would have access to any thing and EVERY thing that is posted on the profiles of this social site.  If NOTHING ELSE, advertisers get access to our information – and we know that the government (ie. the DEA, FBI, CIA and HomeLand Security) have free access to our profiles and often times are reading our posts.
At that time, I removed ALL personal information from my profile…every bit of it – my private e-addy, my ph numbers, my real age, who my real family members are, date and place of birth information, current address, likes and dislikes, personal photos…every single bit of it and rebuilt my FaceBook personal profile into an electronic magazine focused on ending marijuana prohibition and preserving Freedom.
Members of the FaceBook community embraced my hard work and the number of friends I have quickly swelled to the 5,000 limit allowed by FaceBook.  Even tho I am the host of a global radio program with a listening audience of over 2-million people, I am still allowed to interact with ONLY 5,000 members of my audience on the worlds biggest SOCIAL MEDIA website.
To overcome THAT obstacle I started the ‘TIME 4 HEMP – LIVE’ page that people have liked and now visit for news in the world of hemp/marijuana that is found at: https://www.facebook.com/Time4HempLIVE
On this page, I post information that is MOSTLY about marijuana with a few posts about our loss of Freedoms.  On my profile page I have gone CRAZY and put up posts about marijuana AND A GOOD NUMBER about our loss of Freedoms along with some links to great music.
I have many well informed friends who post fantastic information that I feel needs to be shared with ALL of my other friends….it seems that FaceBook does NOT agree.
When FaceBook first went to TimeLine – several of my friends requested that I tag them in my posts – and I did.  FaceBook blocked me one day from tagging any of my photos because I was "tagging too many people" in them.  I had about 50 friends that liked being tagged in my images because the images would appear on their profiles and the information attached that I was wanting to share could also reach their friends.  As of now, I am allowed to tag only 4 people per image – if I attempt to do more than that, I can then not tag anyone in an image for 30-days.
To overcome THAT obstacle, I began posting images and URL’s onto my profile and then would re-post them onto the profiles of my friends.  FaceBook won’t allow me to re-post the same image or URL now more than 8 times before they start blocking that option.
To overcome THAT obstacle, I attached my Twitter feed to my FaceBook account and began visiting the profile pages of my friends and sharing THEIR information onto my Profile so my friends could review it and….well, wouldn’t you know it….now FaceBook tells me that I am ”over using the SHARE button and need to slow down other wise be blocked from using this feature for 30-days" and if I should attempt to share more than 25 URL’s or images in about an hours time – I am blocked form using the share button – FIRST for 4-hours and if I keep OVER USING THE SHARE BUTTON that day – then I’m am blocked from using it for 30-days.
Now, I just post EVERY THING onto Twitter (and nearly 9,000 people follow the head-lines that I post at: https://twitter.com/time4hemp – check it out!) and have begun using the marijuana social site established by Todd McCormick more and more to interact with my friends.  The link to that is http://www.HEMP.xxx and is free to join AND does NOT limit how you interact with other members.
I have to say – FaceBook is very successful in censoring activists.  In order for any one to discover the information posted on this profile page – it is now COMPLETELY up to my friends to actually come to my profile page each day and review the new links that I have been able to successfully post to find the information and SHARE IT WITH THEIR FRIENDS.
Instead of being able to get a message out to the 5,000 friends that I have like I could when TimeLine FIRST began…..instead of being able to get a message out to the approximate 2,000 friends that I use to reach when TimeLine was just a few months old….instead of being able to get a message out to the approximate 300 friends that I use to reach when TimeLine was just a year old….instead of being able to get a message out to the approximate 150 friends that I use to reach up until this week – I can now reach about 30 people a day.  For every one else interested in the material I post – they MUST take time to visit my profile and then SHARE any information they discover to be of importance.
THIS IS WHY I AM ASKING that my friends visit my profile OFTEN and make it a point to share and re-post the material that you consider to be important.

Make no mistake about it we are at war within our own country.  In fact the whole world is at war with each other.  Furthermore we have been at war in

Make no mistake about it we are at war within our own country. In fact the whole damn world is at war with each other.

Furthermore, we have been at war in our own country since the arrival of the Mayflower. But for this opinion I will only go back as far as September 11, 2001. The day the world changed forever for the citizens of the United States.

When the attack on the World Trade Center’s occurred on that day, we all assumed that it was a foreign entity which had cursed us with that attack. There are doubts about that scenario now. But it really does not matter what “entity” commanded that the attack take place. It only matters that it did and how it changed our perception of reality forever.

We were in shock. We were taken advantage of. We were misguided and conveniently suppressed of information. That information was the truth about what was about to happen us in the following ten years. In those years following we have become increasingly more oppressed and depressed as a general population.

We are becoming desperate as can be seen in the uprisings around the world, a general displeasure of the people can be seen across all countries, races, ethnic groups, civil rights advocates, and last but not least the OCCUPY movement which has went around the world. Violence is ever increasing.

The laws are ever changing and becoming more invasive of our private lives. Censorship and video surveillance have become the norm of our lives and freedom of speech although seemingly rampant and ongoing at the present online will meet its maker with passage of new laws to censor our every move across the World Wide Web.

“As if they haven’t been tracking us for the past ten years anyway”…

Like an owl swooping down on his prey, in the name of security we have lost almost all of our rights as U.S. Citizens. The Constitution is becoming nothing more than a historical document to put in a museum.

What happened to “government of the people, by the people and for the people”? It has become a plutocracy, “of the rich, by the rich, and for the rich”. How do we win this war? We won’t. They are smarter than us. We have proven that already by buying into the surveillance of virtually every moment of our daily lives via face book and other social networks. All of this technology came about for our convenience and we were naïve enough to carry it in through our front doors and even into our bedrooms. We are all walking tracking devices in one form or another or even multiple ways.

Who is running the government? We do not really know. Where did all the money go? We do not really know. Who ordered the attack on the World Trade Center’s? We don’t really know. Who can we trust? We do not know. Can you trust your bank? Can you trust your doctor or the pharmaceutical company that makes the real snake oil of this millennium? Probably not. If you can, you are one of the lucky few.

So now that we have spent the last 40 odd years protesting for one thing or another and all the faith, hope and respect has faded in the grave what do we do now? We have effectively completed their mission for them by creating the very thing that they needed to invoke “security for the country”. Do we have a voice? Yes. Do they hear us? Yes. Do they care what we think? Absolutely not. They are into their own agenda of the NWO and that is all there is to it. There is no stopping the bastards. They have more money, more “security forces” conveniently brainwashed into their agenda, and a lot more bullets than we, the people, could ever come up with. It would be another bloody civil war that would make the last one look like a walk in the park. They have us lock, stock and barrel.

You may argue the point that we still have our voting rights. And that would be a valid point. However, for some unknown reason most of the country still chooses not to exercise that right. The vote hasn’t been legitimate for many years and ignorance is or at least was bliss. It isn’t anymore.

So plant your gardens. Stock up on necessities as much as you can. And make an “escape” plan, (with an alternate plan “B”) just in case chaos breaks out near you. That is providing martial law hasn’t been invoked yet and your neighborhood isn’t staked off.

Say your prayers and ask forgiveness for your sins. Plan for the worst and hope and pray for the best.

Then just sit back, relax and watch what happens.

Though many believe that America is an independent Country or that the U.S. is an independent Nation this couldn’t be farther from the truth despite our 4th of July Celebration of Independence Day hi{story}.

Christopher Columbus delivered penal colonies = out cast of convicts and prisoners consisting of murderers and rapists… to the New Nation, because the Crown had divorced them.

How many of us understand or know that part of the story? This is one reason why that they had no problems with killing American Natives to take what they wanted.

While we have been taught that the founding fathers were here to divorce Great Britain… Nice twist isn’t it?

We were told the Boston Tea Party was about freeing us from Taxation with out representation handed down by the Crown through Imports also. Although we are now Double Taxed all the way to the grave through the Crown.

So how did this happen?

War is expensive for some and profitable for others. As many of us have come to figure this  out,  so did they.

Which was right about the time they decided they needed one more Revolution, an Industrial one.

Once again, they disguised it, marketed it, and sold it as defending Freedom and basic Human Rights. Promising to Free the Slaves.

They made way for everyone including them = the newly freed slaves to become enslaved = YOUR BIRTH CERTIFICATE = U.S. CITIZENSHIP = DEATH on paper = CORPORATIONS = YOUR NAME TYPED IN ALL CAPITAL LETTERS = CAPITAL = YOU INCORPORATED = PROPERTY or STOCK for the MARKET = COLLATERAL/SECURITY = SOCIAL SECURITY for the Nation’s War Debts….

This new STOCK also allowed those in Leadership to BORROW money from the Crown needed to rebuild the White House that had been burnt down by their Invading Troops.  This means they were no longer Independent of the Crown. As if they ever really were.

According to Congress which is the opposite of “progress”, they have been operating under a state of emergency every since = Martial Law.

As America has operated in a state of Incorporation with Great Britain = the Crown or the “City of London” every since as the “Corporation United States of America”.

This is just some of how U.S. Leaders have managed to Pass Unconstitutional Amendments and "BAR" the Constitution from the Court Room and why Judges wear black.

They know Dead Men/Wo/men = STOCK have no rights.

Attorney’s and Lawyers swear an Oath to the BAR which stands for "British Accreditation Registry" and that the BENCH = BANK in Latin.

Of coarse the Constitution contained a Trojan Horse that allowed all this to happen to begin with.

Let’s not forget that it established a Republic Nation which is an extension of Rome = Athens.

Before it was written America’s Leaders operated as a Federalist Republic. Which had nothing to do with the so called current Republic or Democracy.

It would be more accurate today to say that America is an Aristocracy, Oligarchy, or Plutocracy and that it is just one block in the Pyramid of Corporate Government built by the

Corporate Church of Rome. Each Corporation since is only an extension of the First.

We have to just say NO, to “drug testing”…

While sitting here thinking of my friends in pain who are trapped into slavery thru the Corporations they work for via “workplace drug testing”…who are condemned to use ONLY narcotics via the pharmaceutical industrial complex via so called “pain clinic’s” and doctors who are trapped in the prescribing business AND the drug screening business, which is equal to drug trafficking via legal means, 

I am wondering why,

just why not say NO!

*The Feds cannot force you to take a drug test for employmentThey can and do force drug testing upon “pain patients” and parolees which is another issue of it’s own.

This is done by the Corporations themselves.  Insurance Companies are involved  as well of course the Corporations who make the “testing kits” and at the same time they are making “pass your drug test kits” which people run out and buy in order to succumb to the Industrial and Insurance related Complex.

WE HAVE TO JUST SAY NO…

Our Father’s and Grandfather’s went to war and lost their lives for our freedom by the thousands, and I could start a whole new issue on that subject alone, but I will save that for another day.

The question here is are we willing to consume less to have more freedom?

We can effectively turn the prohibition around and “prohibit” them from invading our privacy, and entering our property without a search warrant, (symbolically), just by refusing or saying NO to their test.

I have never passed a drug test for Cannabis/Marijuana.

I also have never failed one for any other non-prescribed drug.

Do not worry about passing your next drug test.

DO start looking for other ways and means of making an income such as working for small privately owned companies which are few and far between but do still exist.  You can also sub-contract yourself, or work independently.

If you are lucky enough that you have already obtained a job and passed your drug test then just hope like hell you don’t get picked on too soon.

If you have not found a job yet, then DO NOT work for a company which is telling you that you must succumb to “random drug testing” or “pre-employment drug testing”.

This could effectively be a type of “civil disobedience” which is actually legal to do.  Again, “just say no” to drug testing.

If EVERYONE followed this one rule, it would not take long for  “drug testing” to disappear much like the “inspection stickers” for vehicles in the 1980’s did in Kentucky when everyone was so poor they could not afford to make their vehicles pass the test.  Eventually  they gave up and ended it.  (Just imagine what would happen if all these people could not pay their electric bill for one month.  It is true that you would not have electric for that period of time but it is also true that the electric company would not be getting near as much income for that period of time).  Most people CAN survive without electric for a month.  That has been proven by the people themselves who have suffered loss due to storms, etc.,

If you are unemployable you have a reason to file for disability.  Not that you will be approved, but just think of the paperwork put upon the SSA if everyone that failed a drug test filed for disability.  And then when they do not approve it, appeal the decision.  You can keep them “dancing” for a while – just depends upon how far you want to take it.

If they DO NOT end the drug testing at that point it could cause even more black market businesses to appear just for the fact that they can’t fill the Industrial Complex with legal worker’s.

The Industrial Complex cannot afford to loose it’s slaves so therefore I do not think it would take too long to accomplish the goal of ending “drug testing” policies.

And just like everything else the poorest of the people will be the one’s affected the most in this decision and have to suffer the “worse” before it gets better.

BECAUSE, they do not drug test politicians nor doctors or lawyers….

I guess it comes down to the sad fact whether or not you want to have freedom and live on beans and soup, or be a slave and eat commercial hamburgers.

I do not want to suggest that everyone absent mindedly quit their jobs tomorrow with no plans on how to sustain themselves.  However, making alternative plans for an income is always a good idea regardless.

Why is a Harvard University economics professor proclaiming “marijuana should be legalized for just about everything”? Does he see prices for medical marijuana sliding down due to increased competition from private companies? We decided to find out by interviewing Dr. Jeffrey Miron, senior lecturer and the Director of Undergraduate Studies in Economics at Harvard University, as well as a Senior Fellow at the Cato Institute, the nation’s leading libertarian think-tank.

As an unabashed and outspoken champion of individual liberty, Dr. Miron has stirred the pot by publicly advocating for the legalization of all drugs, a move he says would save tens of billions of dollars annually for federal, state and local governments. We recently spoke with Dr. Miron about the future of medical marijuana, the economics of newly minted canna-businesses and the Obama’s administration approach to the war on drugs.

MediRevew: You have written that “just as the harms of alcohol prohibition were worse than the harms of alcohol itself, the adverse effects of marijuana prohibition are worse than the unwanted consequences of marijuana use,” and that legalization is the better policy. What’s the biggest obstacle to legalization?

Miron: I think the big obstacle to legalization is the entrenched interests of people whose job it is to continue prohibiting marijuana, whether that’s local vice squads, federal agencies like the Drug Enforcement Administration, the Drug Czar’s office or the White House. And there are some entrenched interests that people don’t always think about.

One example is the treatment sector. A lot of people are coerced into getting drug abuse treatment because they’re, say, caught in a routine traffic stop with marijuana in their car, and they’re able to get that arrest to go away if they go through some court-ordered treatment. But they’re not people who need drug abuse treatment, so there’s a lot of extra demand created for the treatment sector. So this sector also has a vested interest in maintaining the status quo.”

MediReview: Given President Obama’s campaign promise of a hands-off approach to medical marijuana and the Justice Department’s Ogden Memo (directing federal resources only against medical marijuana providers who violate state law), what do you make of the Obama administration’s crackdown on medical marijuana?

Miron: I think that the administration, first of all, focuses on the electoral consequences. I don’t think they’ve seen it so far as in their interest to be soft on medical marijuana, or on any drugs. It seemed that way at the beginning, but that changed rather quickly. [The administration] knows that it would give the Republicans an issue if it came down strongly in favor of medical marijuana, or supported the recreational legalizations in Colorado and Washington. And so I think they just don’t want to go there. They want to let public opinion shift so much on its own. They’re sort of going along with public opinion, not trying to make public opinion.

MediReview: Public opinion is generally very much in favor of medical marijuana, and according to polls, a majority of Americans now even support recreational legalization. Do you feel that full legalization is inevitable?

Miron: Well, I hope that’s right, but I’m not positive that’s right. Pendulums can swing one way, and then sometimes the other way. There are certainly examples where public opinion has gone in one direction and then the other on lots of public policy issues, including drugs. So I don’t think we should assume it’s inevitable.

I think it’s plausible that marijuana will continue to move in the direction of medicalization and legalization. But if you’re sitting in Washington and you have the White House drug czar’s office right down the hall from you, and you have the DEA right there, and you have some Congressmen who are still screaming for prohibition, I think it’s pretty hard. And the federal government can interfere quite a bit with the decisions by states to try to medicalize and legalize.

The other reason why I don’t think we should assume [legalization] is inevitable is that very few major party politicians, on both sides of the aisle, are totally comfortable with the idea of letting states do what they want. The existing major parties don’t want to let states deviate from federal policy. Any federal politician who endorses letting states deviate is in trouble.

MediReview: If legalization does occur, do you foresee Big Pharma cornering the market on medical marijuana in the same way Big Agriculture dominates farming?

Miron: I’m not sure I would use the word ‘cornered.’ I think that in a fully legal market, we would likely see a substantial share of [marijuana] that was produced and sold by a relatively small number of companies, as we do with cars or beer or tobacco. But as long as the regulation of that industry is moderate at most, there will still be ample room for smaller firms to succeed. We see competition in the beer industry from overseas. We see lots of microbreweries.

[But] if you have a lot of regulation, then you’re going to limit the ability of the small producer to survive in the marketplace. An excellent example of that is the tobacco industry. It’s so costly, and there are all sorts of lawsuits and so many restrictions on advertising that it’s very hard for any newcomer to get into the tobacco industry in a profitable way, and so the big companies do rule that industry. But I don’t think we should be that concerned if a lot of the medical marijuana market is taken over by a relatively small number of companies… That’s just the way markets seem to work. And as long as there’s not too much regulation there will still be plenty of competition.

MediReview: Is this good for consumers? Do you see market forces and increased competition driving prices down?

Miron: I personally don’t think that prices are going to change dramatically. I wouldn’t be shocked if they went down by noticeable amounts, maybe 25 percent, perhaps even 50 percent, but I suspect that they won’t go down much at all. There are two reasons why.

One, I don’t think that current marijuana prohibition in the US is actually all that strong. I think that the amount of money that’s being spent trying to raise the price of marijuana relative to the size of the market is pretty miniscule. Therefore, they’re not having much effect in raising the cost.

Second, if you look at data and compare [marijuana] prices in the US to places where it’s almost entirely legal… they’re not that different. If you look at places like California where it’s very close to being legalized, prices aren’t that different from other places in the country. So I think that prices may go down, but they’re not going to go down a ton.

MediReview: Three years ago, you said that we can’t be sure if marijuana is effective medicine because DEA rules make it virtually impossible to carry out proper scientific trials. Consistent with its Schedule I classification, the federal government continues to emphatically insist marijuana has no accepted medical use. Do you think this is an accurate assessment?

Miron: The federal government continues to insist that smoked marijuana has no non-medical benefits, and in particular has no superior benefits compared to synthetic products or derivative products made from marijuana, such as Marinol… There certainly are legitimate studies and accepted evidence that some products like Marinol may be effective.

MediReview: You once said that the anecdotal evidence of medical marijuana’s effectiveness was “stunning.” Can you give examples?

Miron: Qualitatively, there are people who were resistant to the idea of using medical marijuana, but they were suffering from a serious condition… for which marijuana was widely thought to be useful and efficacious. And finally they were convinced by relatives or friends to try it and they did and then saw dramatic improvement.

But unfortunately, those people then became nervous that somehow it was still wrong to use marijuana or they were worried that they were putting their grandchildren in jeopardy by having them score marijuana for them at their local high school, and so they stopped, and when they did, their symptoms got worse again. So is that a perfectly controlled experiment? No. But is it a quasi-controlled experiment? Is that a little bit like an experiment? Yes, because you have a before, during and after. So that’s what I mean by anecdotal evidence, and it’s very suggestive.

MediReview: You also once said that the medical marijuana approach to legalization seems “sneaky.” What did you mean by that?

Miron: I do think has a real problem in that the way it’s implemented in many states looks like it’s just backdoor legalization. Many doctors seem to write [recommendations] without much compunction… and so that gives critics some basis in fact to say, “This is not just about helping sick people, this is about recreational use, and medicalization is helping to allow recreational use.”

Now, I have no objection to recreational use. I think [marijuana] should be legal for absolutely everything… And medicalization certainly has some benefits, because it means more people are able to purchase marijuana without the risk of going to jail, but it also has its unfortunate side effects of looking hypocritical, of looking like not telling the truth.
